The focus of PACE/OAR is to build a bridge from correctional institutions to the community, and we do so by providing a variety of services to help offenders, ex-offenders, and their families to lead productive and responsible lives in their community. PACE/OAR promotes an active concern in all areas of criminal justice, which includes penal reform, correctional policies and services to offenders and ex-offenders inside and outside of Indiana correctional institutions, which include local jails. The purpose of our activities is to promote family reintegration as the first step to successful community re-entry for ex-offenders, and to make the criminal justice system more just.
PACE/OAR fulfills some of the fundamental and immediate needs of persons released after a period of incarceration (i.e., food, clothing, identification, housing referral, etc.). In addition to short-term assistance to help stabilize our clients, PACE/OAR ensures that these men and women have a legitimate means of survival by assisting them through longer term strategies such as housing, support systems and employment. It is through these means that our clients are truly guided toward self-sufficiency. Additionally, PACE/OAR provides pre-release programs through a partnership with the Marion County Jail, and the Indiana Department of Correction. Our programs assist individuals in the areas of Substance Abuse, Adult Basic Education and GED, HIV/Aids Education and Prevention, Group and Individual Counseling and Parenting Skills for Fathers.PACE/OAR assists families with incarcerated loved ones to become whole, and we provide direct services that allow the formerly incarcerated to lead balanced and productive lives. These activities have historically been sponsored by community foundations, national foundations, local churches and other community partners. Additionally, we act as a liaison with other agencies, and those who may be involved with the formerly incarcerated, to promote successful community re-entry.
PACE/OAR operates in an extremely cost effective manner since citizen volunteers provide many of the pre-release services. However, PACE/OAR depends on contributions from the individuals, clubs, churches, businesses, and foundations to fund continued efforts to respond to the growing and complex needs of our community.

PACE/OAR, Inc. and its community partners plan to address the following community needs:
- Expand services to include family reintegration counseling,
- Revise juvenile programming, which is directed toward the children of incarcerated fathers,
- Address transitional housing for the formerly incarcerated and their families,
- Develop one additional satellite location in an effort to better serve those in need, and
- Continue to actively pursue partnerships to expand community assistance to families in need.
